Introducing the Code of Conduct for the Reproducible Builds project

Hello dear project members!
As we have announced a while ago:

we have been working behind the scenes to get a CoC running for the
Reproducible Builds project.
After quite some feedback from multple people, both via email and during
our Summits, as well as coordinating with SFC, our own Code of Conduct
is now ready!

As you can read by yourself, it's a very simple one, basically expanding
on the fact that you should treat others with respect, but more than
that it defines a process to handle complains and people misbehaving.
