Reproducible Builds Code of Conduct - Update

Hello RB friends,

We apologize it's been longer than we would have hoped since our last 
CoC update.

After much research and consultation with a range of RB and other folks, 
we are leaning toward adopting a text based on the Django code of 
conduct for the RB project.

Based on input from a number of you, and after reviewing more than 20 
other Codes of Conduct, we felt this the Django code of conduct struck 
the best balance of clarity and brevity, along with conveying a positive 
and constructive overall tone.

Our plan is to draft an RB-specific version of the above pages, pending 
feedback from this list, and we'll share those drafts for review when 
they are committed to git.

We are deeply grateful to those of you have actively participated in 
reviewing the above, and offering other input and guidance along the way.

We request any comments and feedback by Friday 15 November.
