SDE spec update proposals

I split out 3 extra commits as MRs 9 to 11, and after some fight with 
salsa, those are now linked in 
https://salsa.debian.org/reproducible-builds/specs/source-date-epoch-spec/-/merge_requests/8

As a result MR 1 + 2 got updated to be smaller, so we can review/discuss 
them in a more focused way.
