SDE spec update proposals

Hello fellow R-Bings

we discussed various updates for the SOURCE_DATE_EPOCH (SDE) spec today 
on the summit and came up with 7 different changes.
I now opened them as merge-requests in salsa/Gitlab.

Please provide feedback until 2026-12-01 in the individual MRs via 
thumbsup/thubsdown or comments. If you don't have an account on salsa, 
you can email me or the ML.

Overall, the MRs are very independent, so depending on the feedback, we 
could end up merging any combination of them.

IMHO, #2 could still be improved and would be the one that could be 
argued most about.

Ideally, we would have some consensus (unanimous?) on what changes are 
good to make.
