There was one different issue I found when re-building on my home machine:

Apparently the parsing of the changelog happened before entering the 
normalized build env so mis-parsing happened only there.
The other servers were set to TZ=UTC so did not encounter this variation.

This kind of variation would certainly have gone unnoticed for longer, 
had I not aimed at bit-reproducible results for RBOS.
