I also noted that I can restrict the creation of a new language on
weblate.  Do you think it's bad if I set it in a way that a potential
contributor has to ask before being able to create one?
Currently it's set to just "create .po".
I'd hope to at least avoid the completely empty languages...

MR very welcome!  In fact, if you feel confidend on your changes just
push them directly to master :)
