RB Gobby file for DebCamp22 sprint

We have started the RB sprint at DC22! I have created a Gobby file at
gobby.debian.org in the directory path
debconf22/sprint/reproducible-builds. Please follow the content, add
what you consider important and feel free to make proposals or to edit
anything,
