If I were being honest, the problems I had were simply finding the
time to migrate content to Markdown from hardcoded HTML. Once its
in markdown it generally "just" works with the new style after
switching the "layout" header to the one I imported.
As this is still on-going (the "Documentation" section in particular…)
whilst your generous offer is appreciated, we are probably just not
ready at this time.

Mm, definitely noted. The only things I would add here are that:
* It would be the difficult work of actually *integrating* any
redesign that is difficult to find time for.
* The tests pages probably suffer more from an information
architecture point of view (structure, URIs, use of iframes,
etc.) rather than how "pretty" each pixel looks.
In other words, I don't disagree with you or even think a refresh
would not provide some beneficial value (!) its just we perhaps
might have different priorities at this moment.
