[rb-general] Introduction for Outreachy Contribution.

I'm Nidhi Kumari from India. I'm an outreachy 2019 aspirant. I wanted to
contribute to Debian in Reproducible built projects. I'm experienced in
python and a beginner in bash. Please let me know how to proceed and how
can I start making contributions.

For the continuous Integration project, I am experienced in HTML, CSS, JS
and Git but I'm not so familiar with ruby. Can I still work on the project?
