I think the easiest thing for you right now would be to send a plain
text mail in the following format, deindented by two spaces, and
replacing the "FIXME" placeholders, etc. :)


  To: submit at bugs.debian.org
  Subject: FIXME

  Package: [diffoscope/reprotest]
  Version: FIXME
  Severity: [serious|normal|minor|wishlist]

  [description here]
