[rb-general] Proper Place To Submit Bug Report

Hello,

I think I have found two bugs/issues (one with reprotest & one with
diffoscope). I wasn't sure what the correct way to submit is. I found this
link https://bugs.debian.org/cgi-bin/pkgreport.cgi?package=reprotest which
suggests using reportbug but that didn't work since I'm using Ubuntu. Which
recommended using ubuntu-bug but I'm running reprotest 0.7.7 while Ubuntu
currently supports 0.6.2 in my version, so I wasn't sure.
