That use-case is a good argument that $year should honour
SOURCE_DATE_EPOCH.  There is an outstanding patch to doxygen
implementing this: https://bugs.debian.org/863054

I recall the texlive folks weren't happy to make the TeX macro \year honour
SOURCE_DATE_EPOCH, but I don't recall what their reasons were and whether
they are applicable to doxygen.
