[rb-general] doxygen $year and SOURCE_DATE_EPOCH

Hello,

Should doxygen respect SOURCE_DATE_EPOCH in the output of $year?  I think the
doxygen reproducibility issue at [1] seems to be caused by the use of $year at
[2].  Trying to figure out of this is a doxygen bug or an unsupported use-case.
