[rb-general] Clarification re SOURCE_BUILD_EPOCH and clamping

Hi,

doh, I forgot to say what made me comment in the first place:

I think the sentence '(This is sometimes called "timestamp clamping".)'
shouldn't be enclosed in brackets, mostly because in general one should
either not use brackets or not say it at all.

As another point, its hardly "sometimes" if we call it that in the
revision history.

So I'd suggest to change this to:

 Where build processes embed timestamps that are not "current", but are
 nevertheless still specific to one execution of the build process, they
 MUST use a timestamp no later than the value of this variable. This is
 called "timestamp clamping".

or maybe "this is often called…"
