rebuilderd 0.22.0 released 📦

Dear list,

I tagged and released a new version of rebuilderd, namely 0.22.0.

It's mostly maintenance work, however there's now also an experimental 
Fedora integration that was first started in 2023 and recently picked up 
again by Jelle van der Waa (Red Hat).

The upload to Debian has made a lot of progress the past few weeks, 
there's now only one missing dependency (actix-web).
