That stuff is quite configurable in Weblate. For example, you can set it to
only make merge requests when translations are 100% completed and 100% reviewed.

They are similar, but not exactly the same. Each has its own upsides and
downsides, so as long as you do not expect it to work just like transifex, I
think you can find your way around without much effort.
