Use SOURCE_DATE_EPOCH with GNU install

This feels like I somewhat NixOS-specific question. :) This is not a
problem, except I am not personally a Nix-er. Luckily, there are many
Nix users that do read this list and I'm sure that someone will jump
in shortly.

In the meantime, I believe that there is a default.nix hook script
("set-source-date-epoch-to-latest.sh") that is designed to solve this,
although I cannot be sure.
