Further up the failing build log I see:

  sh: 1: dot: not found
    error: Problems running dot: exit code=127, command='dot',
    arguments='"[…]/graph_legend.dot" -Tpng -o "[…]/graph_legend.png"'

… and I do not see the graphviz in your immediate Build-Depends.

I do not know why this does not appear on the official buildds nor
your local machine, so I appreciate that I am not answering your
actual question.
