[rb-general] Core Debian reproducibility: 57% and rising!

My thanks to the helpful comments by  Daniel Shahaf and Arnout Engelen.

I tweaked that text and put it in report #184.
I originally put the stuff in report #183, but Chris Lamb has wisely moved it to
the correct week.  That also gives us a little more time to get the wording correct :-).

I think the 57% figure is a big deal - it's an astonishing achievement, really.
But it is a little tricky to explain. Thanks again for the help!
