Sure. I opened https://salsa.debian.org/lamby/trydiffoscope/issues/1

I also uploaded two APK files there that exhibit the resources.arsc problem.

For submitting the wishlist ticket to diffoscope, it would be nice, if
https://salsa.debian.org/reproducible-builds/diffoscope had the issue
feature activated. I don't really feel like investing time into learning
Debian's archaic bug report system anymore.
