It turns out most of this diff is not needed, after importing autopkgtest 4.4 code. At least, the test suite works.

I've left the autopkgtest code duplicated in the reprotest tree for the time being, because I guess it's probably harder for you to try to de-Debianise the whole of autopkgtest, as opposed to just the files needed by reprotest.

Nevertheless I'll ask the autopkgtest maintainer to make the python "lib" stuff a public module, with the *eventual* goal of de-duplicating it from reprotest. In the meantime I'll look through the autopkgtest code to see just how much of it is really dependent on Debian.
