Nowhere.  As I said in the patch's log message, the information added is
not relevant to website users — only to "us", the people on this list —
and therefore it's only in .txt, not in .html.

I'm content to have knowledge of this file pass by word of mouth from
one chair to the next.  We're small/few enough that this should suffice.

The meetbot docs are included by reference, not repeated.  (Except for
#startmeeting/#endmeeting reminders)
