A draft spec is here:

It is *only* a description of the encoding and not the contexts under which it would be useful for. (I'll be working on that part as well in the coming days.)

I've updated it to be stricter about the parsing as Daniel suggested. The code and test cases have also been updated for this, the changes were quite small.

The text still refers to the %pec encoding but I'll update that to a symbolic-only encoding as Ian suggested, after another week or so to allow time for more comments.
