I'm a little ignorant here; can you elaborate on the difference between
these two setups?

I've worked on getting initramfs reproducible in Debian (where they are
a separate initrd file) here:

Probably others too, but I can't find them right away. Related to this,
there is an open bug against diffoscope regarding not being able to see
the differences when multiple initrds/cpio archives are concatentated
together.
