[rb-general] install diffoscope failed

My os is ubuntu 14, and the version of Python is 2.7.6. I installed diffoscope by running pip install diffoscope, and i got the issue:
/tmp/pip_build_root/diffoscope/setup.py  line 28, in <module>
long_description=open('README.rst', encoding='utf-8').read(),
TypeError:'encoding' is an ivalid keyword



Is  there anybody could help me out?
