[rb-general] distributed package verification system

Had a beer with Holger last weekend to discuss further development of
rpfl, here are the key points:

 - rpfl should import the existing build data from the reproducible
builds project. Holger told me there are several thousand files to be
parsed currently, but that is doable.

 - a blockchain may be used as the data model in the future, however the
drawback is that this blockchain would grow over time and may not be
suitable for systems where network throughput or storage are limited.
