I'm not sure you would really need this:
Debian *does* need that, because sid is always changing, and all
packages are built from that.
Qubes OTOH will build its debs probably on Debian stable releases, so
the build dependencies would typically not change? And a Qubes user
would typically be able to install all the same packages in a Qubes VM.
