Link binutils patch.

“COFF style armaps” are used for many ELF and other hosts, including Linux. With this patch and the `SOURCE_DATE_EPOCH` environment variable set, binutils’ `ar` command should output time-independent static library archives on these hosts, even when deterministic mode is not enabled. Enabling deterministic mode globally breaks some workflows [1]. This patch allows the timestamps to be deterministic or to use the current time, depending on the use case.
