debian/control: Add versioned dependency on libfuse3-dev.

Building with older versions of fuse3 FTBFS due to missing header
definitions for FUSE_READDIR_DEFAULTS and FUSE_FILL_DIR_DEFAULTS.

This is fairly minor in Debian, as current Debian trixie/stable
already has 3.17.
