Currently bookworm only shows 8 packages without .buildinfo files and those 8 are fixed in unstable and should migrate shortly. Debian unstable will (currently) always have packages without .buildinfo files, as this is how they come through NEW; however as these packages were not built on buildds, they will never migrate to testing and thus in future, testing should never have packages without .buildinfo files again.
