This affected, for example, [nvme-cli](https://gcc.gnu.org/bugzilla/show_bug.cgi?id=91307) as well as [perl-XML-Parser and pcc](https://bugzilla.opensuse.org/show_bug.cgi?id=1146634) with packaging issues.
