Yes! Quick thought - does the following work for you?

 diffoscope
   --tool-prefix-binutils=/home/builds/ab/HEAD/atari/20250703130037Z-tools/bin/m68k--netbsdelf-
   file1
   file2

NB. the trailing "-" on the --tool-prefix line is deliberate.
