[rb-general] moving the remaining git repositories off alioth

The day alioth is shutting down draws near, and we need to find a place
where to host our stuff.

I plan on moving the following git repositories:
 - build-path-prefix-map-spec
 - buildinfo-spec
 - debrepatch
 - diffoscope
 - disorderfs
 - koji
 - notes
 - reproducible-website
 - reprotest
 - source-date-epoch-spec
 - strip-nondeterminism
together with the following as a means to archive them:
 - debian-rebuilder-setup
 - debrebuild
 - reprobuild

to salsa.debian.org in the next few days.

In the process I mean rename some repositories to prepend a
"reproducible-" prefix and place some in a subgroup (specs/, attic/
comes to mind).


I acknowledge that salsa.debian.org is once again in a Debian domain and
some of those repositories are not Debian-specific, but 1) that's
possibly the quickest migration path 2) in previous threads about git
hosting there wasn't a clear consensus 3) this is git and moving again
somewhere else if such consensus appear won't be hard.

For the last point, I recommend whoever has suggestions with some
definitive good points for some other git hosting to open a new thread.
