I just wanted to enable issues on diffoscope.git on salsa, but couldnt
find the setting... so: could someone else please do that? :)

Once this has been done, we also need to update CONTRIBUTING.rst to
reflect this new reality. (I'm happy to do so, but don't want to do it
before the feature is enabled...)
