[rb-general] Moving the source-date-epoch spec git repo

Rather than having both

https://anonscm.debian.org/cgit/reproducible/source-date-epoch-spec.git
https://anonscm.debian.org/cgit/reproducible/build-path-prefix-map-spec.git

I was thinking of putting both into

https://anonscm.debian.org/cgit/reproducible/standards.git

which would also include the code and test cases that I have in my github at the moment.

Are there any objections to this? If not, I'll make this change in the next few days, certainly before the weekend.
