Some people objected that this doesn’t take into account meta-data (file
system meta-data, archive meta-data, etc.)

>From there, some started noting that what’s meta-data at one level is
data at another level. Like should we do bit-wide comparison of ELF
sections? Of whole files? Of whole .deb/.tar/.a files?

I believe this has an obvious answer in the context of a distro (e.g.,
for Debian, we’re concerned with bitwise comparison of .deb files), but
trying to answer it in a very generic way is difficult.
